Tough to say, knowing what I know about both editions I would buy the cheaper one myself. That's pretty crappy, especially since there are not a whole lot of mods for SE.

How many scenario style mods does the workshop contain? Like Age of Empires II custom scenario? There's also Skyrim Oblivion, elder oblivion?
What's that? Is it a sequel of Skyrim? Or is Skyrim just the base game with the DLCs, or is there more standalones for the Skyrim experince?
There are also mod sites like Nexus they even have a mod mannager. Nexus is preferred over workshop for getting mods.

Waiting on the mods to get updated and more to come out to play seriously though. Going to be like a kid in a candy store when I get started modding it.

Learn more. Bundle info. The difference is that SE is bit and directx 11 while regular Skyrim is bit and directx 9. At this point, SE only has a handful of mods available and the new CK for making mods for it has only been released to a handful of beta testers which does include several big-name mod makers like Arthmoor and Chesko.
If you want lots of mods right away, go with regular get the bundle with the DLC, though, a lot of mods at this point require you to have them all.
Aside from number of mods currently available, the experts here have already figured out what it takes to get tons of mods to play nicely together load order, resolving conflicts, fixing tech support type issues, and so on.
With SE, they're just getting started in figuring all that out. Quick note, SE's minimum and recommended system specs are about the same as Fallout 4.
And it's an older vertion so you will have more fixes for things quicker. And some people are having problems with it runing on there computers.
